Robert "Rocky" Bleier - Managing Member

Rocky Bleier has more than 10 years’ experience in general contracting and business development, but he is probably better known for the 12 years he played with the Pittsburgh Steelers and the four Super Bowls he helped to bring to the city of Pittsburgh.

Rocky is a 1968 graduate of the University of Notre Dame, holding a Bachelor of Science degree from the School of Business. He played one year with the Steelers before he was drafted into the Army. While serving in Vietnam, he was wounded by sniper fire and again by grenade shrapnel. Told he would never play football again, he returned to the United States and dedicated himself to returning to the football field.

Rocky applies the lessons learned from his military experience and professional football career to the day-to-day management and direction of RBVetCo’s business activities. His focus on the provision of exemplary service on every project, together with his emphasis on principled business integrity and credible dealings with owners, suppliers and contractors inspires the RBVetCo team to provide quality service and workmanship every day, to every customer on every project

Russell B. Heyz, PE - Vice President of Construction Services

Russ Heyz has over 30 years of diverse experience in the construction industry, including comprehensive management of a number of medical and institutional projects. His specialty is operations and project management, including preconstruction and construction, as well as executive problem solving. He is skilled many construction delivery methods, such as construction management/GMP, design-build, and fast track delivery systems, including contingency management, value engineering, and dispute avoidance.

A graduate of the University of Pittsburgh with a BS in Civil Engineering, Russ started his career as a Project Engineer 30 years ago and was consistently promoted to Project Superintendent, Project Manager and Senior Project Manager as his career progressed. Russ has detailed experience with both new construction and renovations.

Robert L. Swearingen - Senior Estimator

Bob Swearingen brings over 35 years of construction estimating experience to RBVetCo. Bob has an in-depth knowledge of general construction practices, architectural drawings and contract specifications, and is primarily responsible for all estimating activities, including creating project budgets and compiling hard-bid estimates. He also works closely with Owners, architects and engineers to develop value engineering options that drive project economies, while maintaining project quality standards.

Bob graduated from Penn State University with an associate’s degree in mechanical engineering in 1979.

John Tobin - Director, Business Development

As Director of Business Development, John Tobin’s primary role is the development of diversified revenue sources and business opportunities for the Company, including expansion of the Company’s work in the public (Veterans Administration, Health and Human Services, Indian Health Service, Department of Energy, Army Corps of Engineers, among others) and private healthcare sectors, as well as commercial construction projects in the private sector. He assists in contract negotiations, evaluates business opportunities and manages dispute resolutions. He brings a variety of experience and perspectives from representing and working with commercial real estate developers and corporate business entities in private practice, and as a retail business owner and operator. John holds a B.A. in History from Indiana University of Pennsylvania and a Juris Doctorate from Duquesne University.

Ed Faux - Senior Project Manager

Ed Faux graduated from Penn State University with a BS Degree in Mechanical Engineering. He brings a diverse background to RBVetCo that includes manufacturing, steel fabrication, residential and commercial construction. Ed has developed complex phasing plans to implement difficult construction without disrupting the Owner’s operations, and he has successfully managed new construction, building additions and interior renovation projects in his 20 year construction career.

Ed’s experience serving on a local School Board has provided him with a unique Owner’s perspective. The School District completed several major projects during his service on the Board, including a new elementary school, a new maintenance facility, expansion of a middle school building with complete replacement of the mechanical systems, and a major expansion and renovation of the high school facilities. Participation in the school district construction projects provided Ed with invaluable experience that will contribute to the skill sets he brings to the management of RBVetCo construction projects.

Randall J. Sucky - Project Manager

Randy started his career in construction with RBVetCo back in 2006 as a Field Engineer and quickly progressed to a Project Engineer assisting with estimating and project management with the coordination of bid submissions, subcontracting documents, Requests for Information, and project material submittals. Randy also supported estimating activities, including take-offs, soliciting subcontractor bids and overseeing the development of subcontractor scopes.

In 2016, Randy was promoted to Project Manager for his ability to identify potential problems and to collaborate with Owners, Architects and Engineers to develop practical solutions.

Randy is proficient with contract negotiation, project estimating, enforcing contract requirements and budget compliance. Friendly, professional service and delivery of safe, quality work product form the fundamental basis of Randy’s project management philosophy.

Laura VanVorce – Office Manager

Laura started with RBVetCo in August 2014, as an Administrative Assistant and became the voice and face of RBVetCo as she was the first person our clients would hear and/or see as she manned the phone system and oversaw the reception area while maintaining other administrative duties.
In 2016, Laura was promoted to Office Manager that expanded her daily routine of overseeing the everyday operations of the office while continuing to manage the phone and reception area. As Office Manager, Laura’s responsibilities include accounting, payroll, and set up & maintain all job files, and provide support to RBVetCo’s project management team, and estimating.
Laura is very outgoing, professional who will continue to grow and succeed at RBVetCo.
